The Transport Commissioner's Circular No. 43/2007 has to take effect w.e.f. 1.6.2010, if no other postponement comes on 31.5.2010.
Among all the things, the most important is the number of candidates per driving school.
How to carefully check the number of candidates?
Open a Register, maintain a single page per driving school, per month.
In the register have the following columns. motor cycle/ l.m.v./ combination of both lmv and motor cycle/ heavy vehicles.
Under the columns write down the number of candidates, the maximum candidates per each section. for eg. under heavy write down 1 to 15 in numeral form.
As and when a candidate appears from that school round off 1, if two candidates come for the test round off 1, 2. So as and when the maximum number of candidates reached you can notice that the school has reached the maximum candidates.

Driving school New Guidelines 16/2010
The Transport Commissiner Chennai has issued new guidelines in circular no 16/2010 regarding driving schools.
A circular no 43/07 was issued briefing the facilities the driving schools must have.
Subsequently another circular no 23/2009 was issued withhelding certain conditions stipulated in the earlier circular.
Now circular no. 16/2010 has been issued fixiing 1.6.2010 as the date of implementing the guidelines fixed in 43/2007.
So the driving schools need not have as prescribed in circular no. 43/2007.
1. They need not possess the mandatory space of 1000 sq. ft. Time is granted for this
2. They need not produce the solvency for Rupees 3 lakhs as prescribed earlier.
3. There is no ban in using public road for training purposes.
Then what the driving school must have.
Vehicle:- The school must have a latest model of the vehicle (not more than 8 years of age)
Exhibiting the school details:- On the left side door of the vehicle the school details must be painted .
Instructor:- The instructor must be at least 10th passed.a minimum experience of five years in addition to a certificate course in motor mechanics or any other higher course.
Training:- The instructor might have undergone virtual training for one month either at the institute of Road transport Gummidipoondi Taramani or in the training school at Leyland, Namakkal.
Limits of candidates:- The number of candidates that can be trained by an instructor as given in circular no. 43/2007 has to be followed strictly.

Banks for National permit - all India.
The Government have announced the various branches of State Bank of India where the fee for all India National permit has to be paid.
This can be seen in dorth.gov.in .
The fee is Rs.15000/-
The fee for authorisation is Rs.1000/- plus the usual service charge.
There is no late fee as in the previous system. The validity is one year from the date of issue. Even if there is delay we need not charge anything.
We have to issue fresh authorization as we do in the case of All India Tourist permit.
